If you have elected this file as your cilice, you have chosen wisely. That could be the world's most unusable template.

I would HIGHLY recommend you consider other applications for bi-fold brochures. It can be done with Word but it can't be done easily. You probably have MS Publisher on your machine and that is a better fit for the task you are attempting.

The space at the top of the table is coming from the table style applied. You can remove that space most easily by changing to a different table style. When you click in the table, the Table Tools > Design tab appears. On that, choose a table style that appears without borders (I choose Plain Table 4 - you can see the table style name by hovering the mouse over the button)
