Here's a version of Purfleet's that "hides" the numbers until something (anything) is typed next to it in col A.

The formula is like
=IF(A2="","",B1+0.1)

Note that the top formula has the static "1.1" but the others add ".1" to the cell above it.

What the formulas are doing is, "If the cell at my left is blank, return a blank. Otherwise, do this calculation."

You can copy-n-paste from row two on down. Excel will auto-adjust the formulas. But just remember not to copy from row 1 down, because row one is different.
