Add 3 custom fields to your View, say Number 1, Number2 & Text1.

Rename Number1 to Milestone Total and enter the formula IIf([Milestone],1,0) and for summary rows calculations, tick Rollup and select Sum from the dropdown.


Rename Number2 to Completed Milestone and enter the formula IIf([Milestone] And [% Complete]=100,1,0) and for summary rows calculations, tick Rollup and select Sum from the dropdown.


Rename Text1 to Milestone % and enter the formula IIf( [Summary] AND [Milestone Total] > 0, Format( [Completed Milestone] / [Milestone Total], "Percent" ) , 0 ) and for summary rows calculations, tick Use Formula.


The Milestone % column will only calculate progress for tasks that are milestones as shown below.
