You would expect to see what you have experienced in a .doc (Compatibility Mode) file. Certain options aren't available.
When the .docx format is used, as in my video, then the options like the rotate and Format Picture options appear.
Not sure what's going on as I used the .docx file you attached so I assume you are using that also.
