Is it possible to have outlook dial calls for me?

I have my a Windows10 pc that I use for work. I am using outlook 365. I have a fax modem connected through USB.

What I would like to do is look up the number in my outlook contacts, have outlook dial the number, and then pickup the handset when the call is answered.

It seems like this should be easy, but I have never seen anyone do this. If you have this, what type of equipment would I need to set this up?
