The Table of Figures uses the TOC field.
You can use the
TOC Heading style to put a heading there. If you want this to show up in the Table of Contents, you would probably want to use Heading 1 style.
(Other heading styles can also be used but you will want to adjust the formatting both of the heading and of the TOC # style.) You could also use your own custom paragraph style for that heading.
If you want, once you have a Table of Figures and heading you like, you can select them and using the Table of Contents menu, add it to the Table of Contents gallery so that you can automatically insert a TOF with the title.
Right click in the field, not the title, to update. You can also click in the TOF and press the F9 key.
