I'm thinking the issue is not with Word but the browser you are copying the source from. I get very different results if the HTML file is opened and copied from IE, Chrome or Microsoft Edge. I have to say that Edge appears to give me the right result.

I note that this is a completely unscientific test but I would advise you to try a different browser before we get deeper into this problem. Can you at least verify that the same browser is being used to display the html file when you copy the content?
