It is the outline level that determines the bookmark level in Acrobat.

I'm assuming that you are asking about changing the outline level for the Heading 6 style. You used to be able to do this on earlier versions of Word but the more recent versions lock this so Heading 6 is locked to Outline Level 6. Do you have access to earlier version of Word to save the PDF?
