That formula doesn't look at cells in column C at all!


If all 5 cells in column C need not to be empty before a sum is displayed, perhaps:
=IF(COUNTA(C2,C5,C8,C11,C15)=5,SUM(E2,E5,E8,E11,E1 5),"")
