That is how multilevel lists work.
You certainly could use the { Section } field. You might even want to save this as an AutoText entry for re-use, especially if you are using a SEQuence Field as well.

You could also do some fancy programming and maybe get something like what you want, but the easy way is to use the multilevel list.

While Shauna's page uses the heading styles, any paragraph styles can be used.
