It appears that something is attempting to be loaded as an Add-In that is macro-enabled. It would not be your normal template given that file's location in a trusted location.

If you enable macros and press Alt+F8 for a listing of macros, what do you see?
The normal template is always a macro-enabled template.

Once any document or template has a macro, Word treats it as having macros, even if they are all deleted.


Add-Ins are stored in one of Word's Startup Folders. Those should be made trusted locations if they are not.
