Actually, some of the built-in page number formats are using text boxes (to position the page number in the right hand margin, for example).

In the specific document that we are discussing here, the page number field is inside a frame which is anchored to the footer (right-click the frame and you'll see the Format Frame command on the context menu). This was actually a very common setup for page numbers, in older versions of Word. Perhaps the document has been created from an older template (and "upgraded" to the most recent file format).

Anyway, the page numbers do not affect the "mystery paragraph" which is the main topic for this thread. :-)
