Help! MS Project 2019

I have assigned all the resources at the summary level and the individual resources budget hours. They reflect correctly at the summary level. How do I now go about assigning the budget hours to the individual activities? I've tried the Task Usage view, the Resource Usage view, the Gantt Chart view and I cannot enter either a resource name or a budget work against any activity. I'm obviously doing something wrong but I've searched the web where there are a thousand articles on entering Budget Cost but not Budget Work at an activity level.

The resources are have the"Budget" check box checked in the resource records.

I get an error message "Budget resources can only be assigned to the project summary task (which I have done). Select a non-budget resource to assign to this task" or similar when I try.

It must be simple but I can't find where I have missed a step.

I usually schedule in P6.
