Default Exact Character Spacing

Does anyone know how to make character spacing an exact amount per character in publisher (or word), e.g. the very centre of each character is a fixed distance apart.

I'm trying to create a template that will print onto a form the contains boxes for each character. Using tracking and/or kerning I can space characters so they line up with a box each, that is until I encounter an "I", at which point subsequent characters are moved very slightly to the left.

The other option is an individual text box per character, which will be a monumental pain to produce.

EDIT: Having experimented I think excel will be a better fit for this. Sadly execl has a quirk where column width is altered to some pixel variant and to get an exact value requires VBA. Thankfully I will be using VBA so it's ok. I would still be interested in any other solutions that use publisher, word or excel.

EDIT2: I have posted in the Excel forum as it seem VBA has the same issue.
