The help you found was for the Windows version. See this page instead:
Show the developer tab in Word - Office Support


I do not have a Mac so am working from memory of what I may have seen.
If you have an up-to-date version of Word for the Mac 2016 you should have access to the developer tab.


Try Word > Preferences instead of File > Options.
