If it helps, you could use E-Mail Merge Add-in to merge to e-mail with Column 1 as the Recipient and Column 2 as CC.
or you could use the rather more complex Merge Many To One in one to one mode (which emulates mail merge) and use your cocatenated fields separted with a semicolon and space as the recipient, and both addresses will go in the To field.
