Default Defining Multilevel list

Please help. I am trying to format a very long manual Using Heading 1, Heading 2, and Heading 3 for the numbering. As you can see from the screenshot, under Chapter 2 the next number is 1.4 instead of 2.1. I need it to look like this (but indented at each level)

(Heading 1) Chapter 1. Introduction
(Heading 2) 1.1 Purpose
(Heading 3) 1.1.1 Content

(Heading 1) Chapter 2. Hydrology
(Heading 2) 2.1 Area
(Heading 3) 2.1.1 Assumption
(Heading 2) 2.2 Discussion
(Heading 3) 2.2.1 Assistance

Please look at the attached screensnap to help me know how to set this up. You will be able to see the current headings (and the issues I'm having) and the current selections.

Windows 10, O365 Word 2019

Thank you in advance.
