You need the SectionPages field inside the Set field.
{SET Sctn1 {SECTIONPAGES}} (as shown by Greg)
Not {SET Sctn1 } {SECTIONPAGES} as you have it.

This is not something you can set using the Insert Field Dialog; you have to manually edit the fields.
