Update 1: Although I can't seem to click or double click on either one of the two '6' heading labels before the actual one labeled 'Policy Framework', if I click on the latter and use my arrows it lets me go up once. The cursor shows up at the far right end of the page, with Heading 1 style still showing selected on the toolbar. However, the 'Table Tools' toolbar now shows up. I tried selecting Delete Table, but that does nothing. I randomly tried inserting columns to see if they'd show up but when I did, both of the two extra '6's disappeared. So now the Section 6 Policy Framework shows up as it should in the document but there's no difference in the Table of Contents after refreshing it.
