The way you have phrased your question makes me wonder if you have heard of endnotes. This is essentially what you are asking about.
When footnotes are postponed until later in document, they are called Endnotes. It is easy to convert between footnotes and endnotes. Once the footnotes are in place, you can convert all of them to Endnotes and specify that the endnotes restart at each section break.
To manage conversion between footnotes and endnotes - Click on the dialog launcher in the bottom right corner of the References Ribbon >Footnotes Group.

Something makes me think - I was asking about just the opposite - how to "distribute" a bunch of endnotes to their original sections (chapters).
So, once ENDNOTES are in place - i.e. at the end of the document - and numbered from 1 to whatever - I was asking how they can be converted to footnotes, numbered from 1 to whatever for each section.
I do not think the Conversion Tool can do this. Am I wrong?
