Any protection you choose will be easy to circumvent if users can see the content as a Word document. To disable SaveAs would require a macro and macros would be disabled anyway since they are 'downloading' the Word doc from an intranet/web site.

You might be able to make it harder to extract the content by adding ribbon customisations to hide copy, cut, saveas etc but that won't stop the keyboard shortcuts from working and they could saveas RTF or open with Word 2003 to avoid that restriction.

If it has to be Word, I would add a disclaimer to make it clear what rights the users have to the content and track who accesses/downloads the file via the weblogs.

If you want PDF-like protection on the content then you should be using PDFs. That makes it somewhat harder but the clever users can get past that too.
