Default Outlook Bouncing Safe Sender

Outlook is consistently bouncing to SPAM all emails from FedEx Delivery Manager TrackingUpdates@fedex.com, even though the address is in my safe sender's list. I have no rules blocking this address, nor are any other setting blocking this address. Also, these are not the fake emails often purporting to be from FedEx.

The header indicates that the "signature did not verify," and that "Fail (protection.outlook.com: domain of bounce.message.fedex.com does not designate 209.85.219.175 as permitted sender)" I also get "body hash did not verify."

If I look up the FedEx IP, I find that it is 204.135.8.50 and not 209.85.219.175.
I don't get it. This is a legitimate FedEx email, but it pulls the IP as 209.85.219.175 and cannot match that as coming from FedEx, so it bounces it.

This topic came up in a Google forum for folks who were forwarding their outlook email to their google client. Google investigated and found that gmail was not bouncing the message, but that outlook was forwarding the message as bounced; i.e. spam.

So, clearly, Outlook's protection algorithm is bouncing these emails because its finding a discrepancy. Now, I don't really mind that, since outlook is doing its job. But, outlook refuses to accept that I'm designating these emails as safe senders.

My question is whether anyone has also experienced this, and are there any workarounds to force my settings over outlook's protection.
