Tables have table styles assigned to them. Table styles have an optional setting for alternate formatting of odd/even rows. It appears your table might be formatted that way and you haven't yet added the next row.

You haven't shown the structure of your table and judging by the spacing between your paragraphs, I would assume that there is a paragraph mark between the last two paras instead of a new table row. If you put your cursor in either of the last two paragraphs and press tab, does that automatically create a new table cell that does have the blue fill?
