My first guess was this could be a document from a while back that needs a specific font … but then I see that (at least in Word 14/Office 2010) changing font does not always display different symbols: selecting the string you quoted and applying Symbol gives izFkev/;k;, selecting the same string and applying Mangal doesn't change anything.


And indeed, the same behaviour shows up on some Web pages – view-source:Poet Neeraj, for example, gives the same problem: but What is Unicode? in Hindi gives the results I think you're hoping for.
