Disable TCP/IPv6 Protocol.

The most worked method to fix the Outlook 0x800408FC error, is to disable the "Internet Protocol Version 6 (TCPIP/IPv6)" in your active network adapter. To do that:
1. Right Click on the Internet Connection icon in far right of the task bar.
2. Click on Open Network and Sharing Center.
3. Click on Change adapter settings in the list on the left.
4. Right click on the active connection.
5. Click on Properties.
6. Uncheck the Internet Protocol Version 6 (TCP/IPv6) checkbox and click OK.
Launch Outlook, click on Send/Receive. The Outlook 0x800408FC error should be solved.
