Can't tell from the screenshot. I'm not sure I understand what is wrong.

Speculating:
Apparently the page numbering was restarted at Exercise 2-3.
  1. Go to that page and go to the Page number menu on the Insert Tab.
  2. Format page numbers.
  3. Tell it to continue from previous section.
  4. Refresh your Table of Contents.
My guess is that at an earlier point in the document you told Word to restart page numbering at 1. A new section was later created (Columns, orientation, and margin changes will all do that). The new section picks up the command to restart numbering from the settings in the previous section.
