Default How to create a standard comment list

Hi All,

Requesting for help.

I have a list of standard comments which to be inserted in a document.

Is there a way when user click on insert comment, it will give a drop down list to choose the standard comments from the drop down and if the user wants to put his/her comments it has to allow.

Could anyone please help me resolving this.
