That is because the page numbers are part of the header/footer. Different even and odd applies to both headers and footers. Page numbers, in Word, are fields, generally in a header or footer (even if in the margins).

You need to duplicate the page numbering in your even header/footer. With different even and odd, people often position the page number on an outside corner of the page.
