Default Supplier task allocation based on Units rather than Work (time)

I have a plan that was a large number of tasks of which I can plan & track resource allocation. However I also have suppliers that we send items to for special work, they have a capacity of how many items they can be processing at anyone time and I'd like to be able to track and highlight any over allocation in a similar way I would to resources using work.

I know I could decided on a Unit of work (number hours per item etc) and use resource allocation but this has a few flaws - including when reporting to our management question why we are tracking suppliers hours!

the only other way I have thought of is using custom fields, export to Excel and highlight it that way? I'm just trying to avoid that as I've just got the organisation to look at using Project rather than excel spreadsheets as it is much more fit for purpose to tracking progress, rebaselining etc.

Has anyone else tried anything similar or have another suggestion ?
