Default Unable to utilize first line of particular page in middle of doc without pulling text from prev page

On p. 174 of my document, the top line of the page is empty. MS Word puts the first para of this page starting on the second line. If I go to that top empty line and hit backspace, instead of pulling this first para up one line, it pulls the last line of the previous page onto this page to occupy the top line of the page. I want that last line of the previous page to stay where it is; I want the first para of this page 174 to come up one space to start on the top line of the page. But MS Word will not do it for some unknown reason. I tried showing hidden characters to see what is there on that line. There is just a carriage return on the line; if I delete that, then MS Word pulls the last line of the previous page on to this top line, which is not desired. Very much need a solution to this. My document is 320 pages long, and I only face this problem on this one page, p. 174.
