Default INDEX and MATCH nesting with if

Hi Guys

I have attached my worksheet for your council.

I will use the cell references from the actual worksheet to try and make what I need to do clear.

CELL C26
=IFERROR(INDEX($F$11:$F$20;1,1);"")

I want this cell to reference F11:F20 to find the result. IF it does not find a result I want it to reference O4:O8
If a result if found, how can I stop the next cell G26 from duplicating the results in C26?

I had the worksheet setup using nested VLOOKUP's which worked well EXCEPT when it came to duplicating the results. I could not find a solution to stop the search if a result was found in the previous lookup.

So in short:

C26, G26, C30, G30,C34,G34,C38,G34,C42,G42 are the searching formulas. I would like the formula to stop referencing once it finds a result in the previous cell
