Default Advice/help with a template for a report

Hello! I was hoping someone could offer some advice please. I need to create a one page template with a number of locked down/unmovable parts to it (logo, side bar) and a number of elements which can be edited (but not moved) for consistent reports across a large number of staff.

I would like any staff member to be able to open the template and have the basic report layout, and they essentially fill in the blanks (and aren't able to move/mess around with anything). Is this possible? I have created a template in publisher and have added the logo, side bar etc. and that all looks great, but I am not sure how to (or if it is even possible) add defined text boxes with a locked down font/size for example and the same position on the page.

Below is a bit of a mock-up of what I mean - essentially can I add text boxes in very specific places to the template so others can edit them (but can I specify the font/size etc.) - Thank you very much in advance for any tips/advice!
