Default Classic / legacy FileNew dialog crashes Word - Release 1903

Apparently release 1903 for Word 2019/365 removed access to the classic FileNew dialog for some users, but not all.
  1. The command available in the Keyboard Shortcut customization dialog crashes Word.
  2. The command available in the QAT customization dialog crashes Word.
  3. The vba command
    application.Dialogs(wdDialogFileNew).Show
    will crash Word.
  4. Using an already set keyboard shortcut or QAT button for this will crash Word.
  5. On my installation, the vba command can be used in Safe mode. MVP Jay Freedman reports that it will crash Word for him.
  6. I have tried fresh normal.dotm with no Add-Ins, vba command will crash Word.
  7. I have also done quick and online repairs.
  8. This has not been observed in Word 2016 with same release. No word on perpetual license 2019.
  9. MVPs Doug Robbins and Stefan Blom report no problems with the same release.
