Default send to email recipient option wont work

when i send a doc or web page to email recipient i got error message:
"you need to create outlook profile.."

i have office 2016 and its works fine
i fix office- wont work
i reinstall office- wont work
i recreate Mail recipient option- wont work
i made new profile- wont work
i entered as another user- wont work

my default email app is outlook 2016

its happened only at hp z2 tower g4
at other computers like lenovo or dell there is no problem

what to do?
