When you apply bullet (or numbering) formatting, the bullet (or number) will always be at the beginning of a paragraph. Click the ¶ icon on the Home tab to display nonprinting marks; paragraph marks are represented by pilcrows, ¶. See the article for which Charles has provided a link.
