It seems that your security is overzealous about third party templates with macros. This could be attributable to your AV software. Some AV software is restrictive about third party documents. Frankly much AV software is more of a hindrance than a help to Office users. If you are using third party AV software, checkout its settings and get it to trust Office documents.

Without interference from AV software, the trusted folder system is supposed to overcome security issues with documents and templates. If it still doesn't work: ....

Change Word's macro security to Disable all Macros with Notification. Close Word. Move the template out of that folder and then open it in Word as if it was a a document. You should get a security warning prompt about the macros. Enable the macros then File > Save As with the same name into the Word Startup folder. That should in theory give you ownership of the file.
