Do you mean, that on sheet Pivot, you can select All for PAYOR, DIRECTION and WEIGHT_TYPE, and set a filter for SEGMENT to specific one - and on sheet Dashboard you can't?

Select all choices in group one-after-one holding Ctrl key down!
