In the sample workbook you attached, select I2
from the Formulas ribbon, in the Formula Auditing section, click Evaluate Formula.
Clicking the Evaluate button, Excel will evaluate the underlined portion of the formula
and you will see one step at a time how Excel works its way through the formula.
The conditional formatting is looking for a true result to apply formatting.
