You can't use a field code because the TOC field will overwrite anything else on the page. You have to put the TOC continued in the header. Use different first page in your header setup. I had this exact same issue and I created a text box that I embedded in the header. You can't anchor anything to the page itself outside of the header/footer when you have a TOC that spans more than two pages.

In order to avoid unwanted blank pages, use "Next page" section breaks rather than "odd page" section breaks. Of course, this brings up the issue of users printing the document and getting recto/verso pages mixed up. A recto page (e.g. first page of chapter) without a blank page before will print as a verso page instead if the previous section ends as a recto page.
