First, set your numbering up following ALL of the instructions at How to create numbered headings or outline numbering in Ribbon Versions of Word by Shauna Kelly


You will be dealing with both a multi-level list and styles. One style is used for your level 1, a different one for your level 2. The style used for level one can be set so that the next paragraph is is the style for level 2.
