Default Page no's in Footer: p. "9" is one line higher than all other page no's: How to bring it down 1 line

In this file I wanted the first 8 pages without page numbers. Page numbering starts in the footer on page 9. Earlier I had it starting on the following page, page 10. Later on I added the page number on page 9 as well. But when I added the "9", I found that it is one line higher than all the other page numbers in the file. And when I put the cursor in front of the "9" and hit <enter>, instead of pushing the "9" one line lower, it pushes the footnote divider line one line higher. How can I get the "9" to come down one line in the footer?
