For the example you gave, it would be inappropriate to add 'raising' to the dictionary, as it's already there. Hence the option doesn't appear in this case. You should also note that Word isn't saying 'raising' is a spelling error here; just questioning whether you might have meant 'rising'.

As for your assertion:
