In theory at least (as I have no experience of the foibles of the Surface) it should be possible to store the PST file wherever you have space for it that will always be available and OPEN it from there rather than IMPORT it. You can thus access it and then close it again when you have finished with it.
File > Open and Export > Open Outlook Data File.
I don't use One Drive, but I think it works via a local folder n the hard drive, so I don't see how that would help you reduce space. I am pretty sure you cannot simply access the web folder to add the PST stored there from Outlook.
