There are no 'toolbars' in Word 2007. If you had toolbars they were in templates created by an earlier version of Word and probably appeared on the Add-ins tab of the ribbon. It's been a long time, but I did produce http://www.gmayor.com/toolbars_in_word_2007.htm which covered the issue.

If you no longer have those old templates then you will no longer have the toolbars they contained and if you don't have an earlier version of Word you cannot create them. In any case it is possible to modify the ribbon to customize it http://gregmaxey.mvps.org/word_tip_p...bbon_main.html

There is a QAT (Quick Access Toolbar) by default on the Word title bar to which you can add commands. These are stored in templates, by default the normal template.
