To ensure the paragraph before/after settings equal, simply select the paragraphs concerned and choose Paragraph > Indents and Spacing, then make sure the space before and after are the same.

Your ability to move the images around indicates they're not formatted in-line with text; they're probably formatted 'square'. You can make the movement increments finer by selcting an image and then, on the 'Picture Tools' tab, click on Arrange > Align > Grid Settings and setting the horizonatl & vertical grids to very small values (IIRC you can go as small as 0.25pt, or 0.01cm).
