Default Word 2007, cannot insert Section Break (Continuous), only Section Break (Next Page)

Hope the subject line is clear enough. When I go to insert a continuous break, my document insists on making it a hard page break instead. It's a Word 2007 docx file, A4 page size, two columns throughout. I want a title at the top of the first page that spans the two columns. I've done this dozens of times in the past, my steps being to type the title at the beginning of the document, then proceed as follows:

>Page Layout
>Breaks
>Continuous
Next, I highlight the title and proceed as follows:
>Page Layout
>Columns
>One
Then I go to Paragraph and set the alignment to Centered. But now, my continuous break has turned into a hard page break and the following text doesn't start until page 2. Evidently I've either forgotten a key step, or I've accidentally/erroneously set some sort of configuration that I'm unaware of.
Any assistance greatly appreciated!
