I haven't seen this one before, but it may be a UNICODE issue. Not sure I have a good solution for you...your best solution is probably to upgrade those Outlook 2000 users (it's way out of support and not Windows 7 compatible) to a newer version.

Alternatively I guess you could try storing your saved e-mail on a SharePoint server or you could expand the capacity of your Exchange server. Storage is very cheap these days.
