Default Problem with Excel Copy not showing marching ants/dashed boarder

At work, I recently got upgraded to Windows 10 and Office 2016 and I am having a problem with 1) the copy function and 2) referencing another cell within a formula. In each of these cases, I sometimes get the dashed animated boarder around my cell(s) and sometimes I do not.

Additionally, if I have selected cells and done a ctrl+c to copy and while still in copy mode, if I try to close the file I get a dialog box asking me to save and what I noticed is that the dashed animated boarder then will reappear in the Excel spreadsheet when the dialog box is open.

I have been searching the internet to see if others are having this same issue. Here are some of the items that I have tried on my pc:
1) Disable Skype in my IE11
2) In Excel Advanced options, I have confirmed that the "Disable Hardware Graphics Acceleration" box is not checked (actually, have tried both checked and unchecked)
3) In the Ease of Access center, under Make Computer Easier to See, verified that the "Turn off all unnecessary animations (when possible)" is unchecked. (actually, have tried both checked and unchecked).
4) Started Excel in Safe Mode, and the issue still persists.
5) Disabled Excel Add-In and issue still persists.
- Add-Ins that I have are: Adobe PDF Maker, Oracle SmartView and Dodeca.

I have not been able to come up with any consistent function/activity that causes the issue.

Any ideas that anyone might have would be greatly appreciated.
