Hardly. Yes, the new interface - which has been around for well over a decade now - takes some getting used to, but Word 2016 is far more capable than Word 2003 ever was.

No, it doesn't. The page setup requirement is exactly the same as it was in Word 2003.

Perhaps you should take a little more time learning how to use Word - any version. Even as far back as Word 6/Office 4 (1993 vintage), Word has had the same page setup & header/footer arrangement. Configuring a document with a 'different odd and even' page setup has always required the even page header/footer to be created separately from the primary page header/footer.
