Default Multilevel numbering in styles, how to not start at 1? Word 2016

Hi All,

I have googled this extensively and cannot figure out how to do this.
I am creating a companywide template and have set up multilevel numbering in styles as heading 1, heading 2 etc
But cannot seem to be able to link them?

We would like to be able to start heading 2 (1.1 Business Travel) under the 3. Procedure Heading (see image at link below) and so need this to read 3.1 and so on.
We need this to be automatic within the heading 2 and heading 3 style, so that we can start these at places other than 1.1.

I have tried manually right clicking and ‘set numbering value’ however this creates the numbering further along in the document to be out of sync and the company would prefer this to be set up automatically.

Can anyone help out with this?
